SPBA Background Checks

The Safe Sport Act was passed by the federal government in 2017 and went into effect January 1, 2020.  As a league affiliated with Dizzy Dean Baseball, Inc., we must begin to implement this new standard of care to protect our players.  Attached is a copy of Dizzy Dean’s risk manager plan that outlines the new standards in place. 


As you are aware, in the past, we have required every team to have their manager and one assistant coach undergo and complete a background check.  In response to the Safe Sport Act, Dizzy Dean has implemented enhanced procedures for screening managers and coaches.  In response to this, Sandy Plains Baseball Association, Inc. (SPBA) is amending their background check policies effective immediately.


SPBA provides uniforms for one manager and two assistant coaches at Sweat Mountain Park, and, one manager and one assistant coach at Harrison Park.  These coaches are considered “staff” by Dizzy Dean and must complete and pass a background check every two years


What does pass a background check mean?  Dizzy Dean sets forth the following criteria.  

· All sex offenses including child molestation, rape, sexual assault, sexual battery, sodomy, prostitution, solicitation, indecent exposure, etc.

· All felony violence including murder, manslaughter, aggravated assault, kidnapping, robbery, aggravated burglary, etc.

· Found guilty within the past 10 years of all felony offenses other than violence or sex including drug offenses, theft, embezzlement, fraud, child endangerment, etc.

· Found to be guilty within the past 7 years of all misdemeanor violence offenses including simple assault, battery, domestic violence, hit & run, etc.

· Found guilty within the past 5 years of misdemeanor drug and alcohol offenses (or multiple offenses in the past 10 years) including driving under the influence, simple drug possession, drunk and disorderly, public intoxication, possession of drug paraphernalia, etc.

· Any other misdemeanor within the past 5 years that would be considered a potential danger to children or is directly related to the functions of the staff member, including contributing to the delinquency of a minor, providing alcohol to a minor, theft (if the volunteer is handling funds), etc. 


Additionally, should any of the pending charges described above be uncovered, or should any of the above charges be brought against an applicant during the season, the applicant should be suspended from serving until the charges are cleared or dropped and reinstatement is approved.


In light of these new regulations, the Health and Safety Director ([email protected]com), as well as the specific league coordinator, must be emailed the names of coaches for each team, so that we can make sure that they have done and passed a background check within the past two years.
